why facebook all pages show page not eligible or profile show user not eligible?

I do not have sufficient permission to enter the media partners support portal. How do I submit a request or enter the portal?

Why have blog posts featured Images with 'non-English' file names recently stopped showing when shared on Facebook? We noticed it about 2 weeks ago. If I change the image file name to English letters, the image shows. Why has this change suddenly occurred with no warning? We have hundreds of shared posts on Facebook, all of which have non-English featured image file names. I have since found out this problem also affects other non-English languages such as Hebrew.

We have a couple of chatbots running. Around 10-20% of the messages that the bot sends to the users are getting an error.
The web app/bot receives all messages just fine but the users dont receive all the bot messages.

I want to become a Meta business partner under Messaging Speciality. I have got the verification for my Meta Business Manager and trying to apply for the Meta Business partner through the attached form.
But the options are not shown in the Speciality dropdown as shown in the attached image.
Can someone help me on figuring out how to apply for the Meta Business Partner? we are trying to build an whatsapp integration into our platform, where as Meta charges us and we charge our customers for whatsapp usage.
