I follow the instructions to upload an App Icon but get an error message each time. Also unable to delete the outdated icon as an alternate first step. Always the error message

We submitted several times different legal documents with phone number but verification still doesn't work. Our app is now offline and customers are not able to login. There is no feedback why the verification didn't work. This is a real mess.

It seems this is a known issue, why hasn't this been fixed??? I am trying to add multiple store locations and keep getting the same error message. PLEASE FIX THIS.
