Facebook Login: Why Is Business Verification Required for Email and Public Profile Permissions?

Hello,
I am implementing Facebook Login in my mobile app and only requesting the email and public_profile permissions, which, according to the Meta documentation, should not require Business Verification.
However, in the Meta Developer Portal → App Review → Permissions & Features, both of these permissions show "Verification Required."
My app is in Development Mode (not Live). I am only requesting email and public_profile, with no additional permissions. I tested using the Access Token Debugger, and the token grants the expected permissions. Since these are default permissions, I expected them to work without verification. Is this a known issue, or is there a way to bypass the verification requirement?
