Upload video remains in "In progress" state

Whenever I tried to do it from here https://developers.facebook.com/support/bugs/create/ I'd get the error saying "This support channel is no longer available" and redirects me to the forum

We are also seeing this issue for instagram videos including reels, carousels, and story videos. This seems to have started on may 3rd around 8PM EST. The error we are seeing is:
Media ID is not available (code 9007, subcode 2207027) 'Cannot Publish - The media is not ready for publishing, please wait for a moment'
