In my case, you need to fill string to every box even if It is not required.
I tried Safari, Chrome, Brave; then I switched to mobile and tried Safari, all had same error.
I went back and filled all possible fields, including adding the text "not applicable" to relevant fields... all same result, same error.

I was experiencing this problem and managed to resolve it. In the Testing Instructions under the heading "Where can we find the app?" ensure that you click on "Use our debugger" to verify that our reviewers can access the URL.
For me, it told me that the Url I entered was not in their database (from memory). Enter the same Url that you entered into the "Where can we find the app?" field and press the DEBUG button. I imagine this will load the URL into Facebook's database.
Then once you've done that try submitting the Data Use Checkup form and hopefully this time it will work (like it did for me).

Same issue here. I have seen this in the past, and if I retry the submit later (like hours?), it seems to work. Just more flakiness. I'm hoping this resolves soon.

I had the same problem. Inputting 'None' in the last two empty boxes in the final step resolved the issue.
Today, I can submit by use save draft from yesterday without any updating. I don't know why.

I got the same error and tried on Chrome/Edge and was not working.
I just tried on my mobile (Iphone/Safari) and it worked for me! I hope it will help other people too but I don't understand why Facebook developers does not answer to these questions and fix the problems, it is very anoying!
